The Baldock bypass opened on March 16, eight months ahead of schedule.
The £43 million road opened after two years under construction between Royston Road and the A6141 to divert traffic away from Baldock.
The completion of the bypass was seen as an opportunity for the regeneration of Baldock town centre.
At the opening ceremony, Councillor F John Smith, the leader of North Herts District Council, said: "I'm absolutely delighted. It's come in months ahead of schedule, and it is a really remarkable development."
Since its opening, traffic jams have become a thing of the past but there have been reports in recent months that trade in the town was suffering.
It is estimated that 25,000 people per day will use the bypass.
