MUMS told that councillors would waive a parking fine will have to appeal.
Councillors on North Herts District Council's Royston area committee supported the idea of dropping the fines.
But they have run into legal problems under the Road Traffic Act which says that anyone issued with a parking fine has to appeal.
A district council spokesman said: "Much of this information was not available to the committee at the time of their discussion."
Cllr Peter Burt, who urged the fines to be waived, said on Tuesday he was "disappointed" with the outcome.
