MORE than 20 tonnes of rubbish has been cleared from the side of the A10, says Herts County Council.
And the dumping of rubbish has been branded an "absolute disgrace".
Concerns about litter on roadsides were raised during a meeting of the county council's environment scrutiny committee.
Committee chairman Stephen Giles-Medhurst said the county council was having to meet the clean-up costs which had to come from the Council Tax.
He said: "It's an absolute disgrace that people behave in this way.
"It seems that more and more people are just throwing their litter out of vehicles and leaving it for someone else to clear up.
"The Council Tax payers are picking up the bill."
Cllr Michael Muir, committee vice-chairman, said the county council was working on a scheme to co-ordinate litter picking and grass-cutting in a bid to cut costs.
"The real solution is for people to simply take their litter home," said Cllr Muir.
