VETERAN campaigner Terry Hutt worked endlessly to raise attention about proposed changes to cover at Royston Fire Station.
He collected more than 6,000 signatures for a petition which called on Hertfordshire County Council not to change the current set up in Royston.
Mr Hutt, 70, said there was public concern that full-time firefighters would be replaced by retained firefighters.
Concern about the proposals was also raised by members of North Hertfordshire District Council's Royston area committee and Royston Town Council.
The proposals will be discussed at County Hall next month.
Mr Hutt had hoped he would be able to address county councillors when he presented the petition in November.
But he was gagged because he was not a Hertfordshire resident, and under the rules he was told he could not speak.
He said at the time: "This is outrageous. The county council just makes these laws up as it goes along, when all I want to do is get the point across.
