COUNCILLORS have delayed spending £5,500 on a youth shelter until a new budget is approved.
The structure is planned to be erected in the multi-use games area in the Priory Memorial Gardens, Royston.
In a report to North Herts District Council's Royston area committee, members were told that there was "merit" in making such a provision for young people.
The report, however, said that in the past the Priory Memorial Gardens had been the scene of "much disorderly behaviour" which led police to moving youngsters away from the location.
But recent complaints to police had been "extremely low", said the report.
The district council will be seeking the views of Royston Town Council.
